You take them to fleet to turn them into a flagship framework at the Stronghold section/ Guild section at the far end of Stronghold section. But.. er... you'll need 5 of those to open the Command main room. (ie 250 encryptions) Be sure to have 6 strongholds fully opened for yourself, that way you'll gain 150% conquest pointsand that will help A LOT to get those encryptions coming.
