Scorpio does show up on the list of "recoverable" companions, but if you've let it merge with Iokath, you still can't get it back.
So, for one of my characters who let Scorpio merge with Iokath, only has Scorpio listed as a main character, but it can't be summoned.

isn't that the list where they're dead? So NPCs like Darth Marr are listed there.

Regular companions that you lose in the story are supposed to be retrievable from the terminal, and they all were until Ossus messed things up for many of them.

Temporary companions that were never intended to be used outside of their respective story bits are not recoverable and were never intended to be. There was a bug where Marr, Acina and HK could be used outside of their story bits and players could keep them if they never advanced the story. That bug has been fixed. Bioware might revisit this since they didn't do a timely fix and players invested in those temporary companions as if they were regular companions.
