I keep seeing all these crazy formulas and stat requirements with odd alacrity %'s needed for 1.4, 1.3, 1.2 etc cooldowns. Maybe I'm missing something by why isn't it as simple as:

1.5 GCD = base
1.4 GCD = 6.67% alacrity (1.4/1.5)
1.3 GCD = 13.34% alacrity (1.3/1.5)

Right now people are saying 15.31% is needed to get to 1.3 GCD, which mathematically would overshoot it to 1.27 GCD, which would round up to 1.3 and equal wasted points.

If you have class and or guild alacrity buffs, just subtract from your goal. So 5% guild bonus would mean you only need 8.34% additional alacrity to get to 1.3

Your mathematics is wrong. N% Alacrity means you are N% faster than normal, so you take less time, but the calculation is the opposite of what you say:

1.5 GCD = +0% (you aren't faster than normal)
1.4 GCD = +7.14% (1.5/1.4 - 100%)
1.3 GCD = +15.38% (1.5/1.3 - 100%)

So 15.31% isn't right, but it's extremely close to right.

Steve may be cynical, but he is correct.

GCDsubOld / GCDsubNew - 1 = alacrity % as a decimal

Just like for accuracy, you generally want a point or two extra in Alacrity Rating to account for rounding errors on the display. This generally translates into 1213 alacrity rating for the 1.4s GCD and 3208 for the 1.3s GCD, absent any discipline passives (carnage/arsenal/lightning) or guild ship perks.
