How do we unlock the Legacy Perks? I press Y and the legacy stuff isn't there. I also don't see my Legacy Level.

Have you levelled at least one character to level 10? The legacy stuff doesn't unlock until then and even then not until you give your legacy a name.

I have two characters at level 10 but still no access to the page. Do I have to complete a story chapter? Also how do I give my Legacy a name?

You might also have to, on one of the level 10s, finish the "prologue" on the starter planet (Tython, Ord Mantell, Korriban, or Hutta) and go to the capital world (Coruscant or Dromund Kaas) via the Fleet. It's a long time since I did that (like, 2013), so I'm a little hazy on the details.

I'm pretty sure you're correct. I unlocked the Legacy recently. I completed the Prologue and left the starter planet.
