I've listened to the Clone Wars Gambit: Siege audiobook and it is clear to me that the Galactic Republic has already been under a dictatorship. Only one man commands the authority to send ships to aid and since Palpatine doesn't want his underhanded plans to be ruined it seems there is no one with more power and authority than Palpatine to destroy the Republic from within. Yet these naive characters like Padame and the defense minister from Alderaan have blind unwavering support of Palpatine, such a coincidence for an easy to write plot.

 

And what about Yoda, how is it that he cannot sense the darkness in Palpatine....lol.

Yeah this is all nicely laid out in the Clone Wars series. Palpatine moves for more and more emergency powers and, using Dooku, manipulates many players into thinking it’s the correct move. He already has the Trade Federation under his thimb. Once he federalizes the Banking Clan, in season 5 I think, he now has complete control over the military and the economy. Amidala and Organa do oppose many of his motions knowing they increase his power without any checks or balances but the fear of the atrocities committed by the CIS, or alleged atrocities, moves the ignorant senators to support the Chancellor. The Jedi Order is too preoccupied with ending the war ASAP, mostly by focusing on capturing Dooku or Grievous, that the search for the other Sith (in the Rule of Two) often falls by the wayside. The Jedi think they can just finish the war and Palpatine will just give up all his emergency powers willingly. “If we can just win this battle, we are one step closer to winning the war, and then everything will be fine.” Hence why they send a mere handful of Jedi to arrest him once they defeat Grievous in ROTS. They simply underestimate him.

Palpatine pulled one over on everyone. He used the Senator's own weaknesses against them. He played both sides against each other. He blinded the Jedi in two ways. The dark side clouded their vision, and he used their own dogmatic ideology against them. Palpatine played a very long game, a game that started long before he coerced his way into the Supreme Chancellorship. He perpetrated the greatest coup in the history of the Republic. He pulled off the kind of thing that governments don't come back from without a revolution or civil war.
