There's an achievement for doing 40 flashpoints or warzones, and once it's done, all your characters will be able to claim her. Find the achievement in the "General" subcategory of the Flashpoints category in the Achievements section of the legacy panel, called "With A Little Help From My Friends". Master Ranos was a reward for completing the "Eternal" tier in the Dark Versus Light event that ran during 2016. See http://www.swtor.com/dark-vs-light for more details. (Originally, it was presented as either Ranos or Hexid, depending on the level of dark/light activity on the part of *all* the players playing at the time, but in the end, the balance was 52.91% to 47.09% in favour of the light, so participants got Ranos rather than Hexid.)
