It's certainly reasonable to think so. However, the titles also refer to the overall theme of the movies (as they always have). Rey is sure to be central to the theme, so it would make sense that it appear that way. Also of note: The Last Jedi refers to both Rey and Luke, though not simultaneously. At the beginning of the movie, Luke is the last Jedi. Rey begins training and by the end of the movie she is the last Jedi.
