With xp bonuses being tied to guild level gained through conquest points rpers face the lose of xp bonuses. If 10%xp bonus will require guild level 6 something over 6,000,000 guild points (3,000,000 conquest points). This is roughly 200 alts making personal conquest (15,000 cp). Guilds that just rp now get 5% to 10% xp based on membership even if they never get a conquest point. Small guilds rp or no rp that barely make the 170,000 cp for guild conquest will take 3 weeks to gain a guild level. So it may take them 18 weeks to get their 10% xp bonus back.
