Often I find myself in the situation that I would like to participate in a larger operation, or event that requires a large group of people, but would want to be alerted of someone forming that group on another planet or address a larger community.

This has already been suggested in the past and the used channel is LFG:
http://www.swtor.com/community/showthread.php?t=87739
http://www.swtor.com/community/showthread.php?t=340833
http://www.swtor.com/community/showthread.php?p=9238275

However I do not see this being used at all for whatever reasons, be it lack of knowledge or lack of will.

I suggest, once again, to use this universal looking for group channel by typing "/cjoin lfg".
It is server wide.
You may also change the color of messages in your chat settings for better visibility.

The advantage for group/ops leaders: larger public to address when looking for members
The advantage for group members: even when you are on another planet than the character calling "lfm" you will be notified.

Summing up:
/cjoin LFG

By being persistent, the community of players would be able to establish a server-wide channel for group forming.
Your participation is appreciated.

For educational purposes, please leave the following message in general chat (please mind not to spam it):
to join the universal looking for group channel: type "/cjoin lfg"

This game could use a system like Party Finder from FF for things that aren't not covered by Groupfinder. Also similarly, bonus incentives for heals and tanks to queue.

What server are you on OP?

On Ebon Hawk we have "allies" on both factions for raids, heroics and that sort.

Harbinger has something similar as well...ask around on your server these channels likely exist already.

There's a channel called endgame on Harbinger. Used for Ops.

More like in WoW, were the systems detects what is needed and gives incentives for the needed role. Even dps, if applicable.
On my server it happens pretty often that we queue with tank and healer and still there's nothing popping. Sometimes even as a group of tank, heal and a dps, so we just need another dps and it takes ages for a HM FP to pop.
But no, we don't need x-server or merges

We have better-than-cross-server. Or is it still in the making?

Each server usually has a special channel for this. Making a universal one would be good, but don't see it being picked up or replacing the existing one (existing ones are usually for HM/NiM groups). If you are wanting to do SM ops, then you should really be on the fleet.
