Got Outlaw parlay jacket, looking to get the rest of the set,, good buffs, cannot seem to find a vendor which sells it, tried on the fleet for tech etc.

 

It drops from Dxun ... that is, it has a small chance to drop from any operation, but a higher chance from Dxun.

 

It can also show up as being sold on Kai Zykken.

 

Many of the pieces that are "Dxun-increased" will also drop in veteran mode Eternity Vault or VM Karagga's Palace.

 

I've gotten most of my pieces of Outlaw's Parlay from Kai Zykken or VM EV.

The SWTOR Theorycrafter discord (https://discord.gg/jqWyBcw) is a great resource. It does list EF as the best in slot.

 

I've tried Outlaw's Parlay, Precise Targeter, and Established Foothold, and I find Parlay to be the weakest of the three, but I am by no means a top tier player.

 

Precise Targeter can be rewarded from conquest, and both PT and EF can be bought at the regular tech fragment vendors or show up on Kai Zykken. From a purely cosmetic consideration, Precise Targeter is a reskin of the Kell Dragon Agent armor (from nightmare TFB during the 2.x era), which in my opinion is the best looking of the Kell Dragon sets, and one of the best agent armors overall. It is definitely worth owning.
