I read in another thread how you can set up a third tray for your powers, but now I can't seem to find it. Does anybody know how to get the third tray up?

All options for you quick bars are in your Preferences, under UI Settings. You can have a total of 3 additional bars set up. A second bar under the first one, and a bar on the left, and one on the right. There's talk of a future patch to allow a much more customizable UI, but currently, that's pretty much all you get.

Also, the first bar can be exchanged with the third bar by either clicking the up/down arrows on the side of it, or holding down the shift key and scrolling the mouse wheel. It essentially replaces your loadout for your 1 through = keys, on the fly.
