Important question regarding of old and unanswered threads

Far as I know, its somewhat out of the rules to forcefully bump a thread. But what if the user still wants answer to an old and unanswered thread? What should he/she do? Repost it in a new thread or allowed to bump?

The thing that's against the rules is making posts *just* to bump a thread, forcefully or not. If your post adds something substantial ("Bump" does not, and nor does "Still not fixed in 2019"), then it's OK, but it's equally OK to create a new thread and include a link to the old one.

And you can defuse(1) complaints about necroposting by saying so, and perhaps pointing out some of the good ideas in the thread.

(1) Note: you can't avoid them entirely, but if you acknowledge that it's a necropost and that X or Y or Z is why you necroposted ("perhaps pointing out some of the good ideas"), those complaints become somewhat unreasonable.
