Before, many sentinels and marauders preferred to use power on use relic x2, now they've added power on proc relic.

Which of these setups would be the most optimal?

Power on use x2

Power on proc x2

or Power on use x1 and Power on proc x1?

1 of each. Neither one stacks with itself. At least that's my gut feeling.

Though only math-crafting will tell us if the power of proc is better than the elemental damage proc formin/maxing.

Cool down on damage proc stops power proc from procing. Cool down of power proc does not stop damage proc from procing, based on log data.
