It does annoy me, because I put everything where it is good for me, then I take cover and the first line of the quickbar changes. It isn't a very big change, but enough to be super annoying.

 

Can I disable this somehow, so it wouldn't change ever no matter if my agent is in cover or not?

You can rearrange the cover-quickbar while in cover to suit your needs. The reason there is a separate qb for cover is because some abilities only work while there, and most wouldn't want unusable abilities cover their main bars.

Preferences > User Interface > General > uncheck Enable Cover Bar
