wanted to embarrass Thrawn, & extend his pirate organization into the empires territory. He planned to take over that sector, place blame squarely on the rebel alliance, & be so armed (the kaldorf missile ships) and entrenched that it would be to much trouble for ole Palps to throw him out the system. It'd have given him a major staging ground to be able to raid more planets in the empires territory as well as the unknown region.
