Is the 2% damage reduction something general or just something that applies to Undying Rag? I assume it's general because otherwise that would get the damage reduction from Undying Rage above 100%. Anyway thanks for any answers that might clear this up

Additional to base not the skill; with 2 set bonus on pvp gear you get another reduces to cd on Undying Rage, wich takes it down to 45 sec, very nice defensive cd !
