Arguably, stationary ships shouldn't be able to turn at all- in practice, the turning rate is very slow, as your ship isn't able to use its forward motion to turn. This is a fundamental part of all flight sims and arcade space sims. This isn't an fps. It's a spaceship, not an airplane, so yes, a stationary starship should be able to turn. Forward motion is not required. How else do you think they maneuver when taking off, or docking, if they don't have maneuvering thrusters all over to alter their orientation?
