Yes, it draws aggro; it's not a 'sleep,' it's a soft stun. Using it will put you in combat, and if there are other mobs, they will attack. Hypothetically, if you lift/whirlwind a single mob and run past it you might be out of aggro radius by the time it expires... but if it's just one mob you'll probably kill it anyway.

Depends on your group and the encounter. It's mostly used to hold one problematic mob out of the way while you handle the others. Also worth noting that, unlike mind trap, it works on droids. (In heal-spec, whirlwind/lift lasts 60s. Not sure on DPS-spec)

 

Examples:

Turrets in Hammer Station - you can whirlwind the far one while your group DPS's the near one down.

Turrets after the minefield in Explosive Conflict - Same thing; it removes one turret from play to make the encounter manageable

Star Fortresses - Especially if solo-ing, it's helpful to CC one of the gold Sunguard Captains while you handle the other one + adds in the rooms leading up to the Exarch fight.

It's not useful for skipping trash like the sleep cc's.

 

It is very useful in harder content, as long as your group isn't just mindlessly spamming their aoe attacks. It's only sorc/sage whirlwind/lift and the merc/mando equivilant that are 60s in-combat cc's. All other classes' (including shadow/sin whirlwnd/lift) soft cc only last 8s.
