The Gambler's Party Floor is available exclusively via the Nar Shaddaa Nightlife event vendors. If you still have some Golden Certificates, you can visit the event vendor in the casino right now. If you want some for a guild stronghold and you're on the Satele Shan server, I'd be happy to copy any/all of the Nightlife decorations for you. Look for Savaja or Kyrrixa (Empire).
