I'm not sure if I missed something, but today I was running Eternity Vault 16 HC and wanted to change my tactical item but I got the message that I can't change gear in an operation.

 

Anyone know since when it is like that? Is it supposed to be like that?!?

 

I got a few tacticals on my healers and tanks to use depending on the boss. It would be a shame if you had to decide the tactical for the whole Operation at the start.

if you or someone else was in combat it doesn't work, out of combat it is supposed to be working perfectly fine, additionally, it doesn't work if you attempt to stealth out and swap tactical while in combat

We were all out of combat and infront of the final boss getting ready. That is why I was so confused. No fight or reason for it not to work.
