Then go and visit the Guild npc on the capital world (Coruscant or Dromund Kaas, depending on which side you have rolled on). It will cost you 5000 credits to start the guild. Coruscant- Republic (near the Galactic Trade Network under the senate building’s courtyard) Dromund Kaas- Empire (at the galactic marketplace in Kaas City) I think there is also a guild creation npc on the Republic and Imperial fleets, but cannot be 100% sure.
