Yes and no. I have only been able to reliably set the arrival point by activating the arrival terminal with the character that originally purchased the stronghold. Thereafter that arrival point will be the arrival point for all characters that travel to that stronghold except for characters that are making their first visit, they will arrive at the main entrance after the arrival cutscene plays but will thereafter use the set arrival point.

What currently is not working, and has been broken for over a year with no indication that it will be fixed any time soon, is being able to set the arrival point per character.

Arrival points were added to all strongholds with update 5.10.4 on 16 July, 2019. Prior to that update the arrival points on Rishi worked. They had been broken but were fixed in a prior patch. Update 5.10.4 broke Rishi again, and the new arrival points for all other strongholds have not worked since they were added. It was noted at the time by Eric that there was a known issue with Manaan, but reports from other players of issues with other strongholds went unacknowledged. The only update we have received on this was a reply from CommunityTeam on 1 June that stated the team is still working on it and there is no additional information.
