Why are the Tusken Raiders in SWTOR called 'Sand People'?

Because Fort Tusken, which the Sand People will eventually raid and occupy, doesn't exist yet.

"Fort Tusken was a settlement on Tatooine that was founded 100 BBY.

The fort was abandoned in 95 BBY, after three years of attacks by the Sand people. This incident resulted in the term "Tusken Raiders," which thereafter was used synonymously with Sand people."

Because they were always known as both "Tusken Raiders" and "Sand People", even in the first film, in fact Obi wan Kenobi called them "Sand People" when he chased them off.
