On launch romances were gated by story progression as well as by influence, but I've heard rumors that it's only story progression based these days, so a sith can be evil as hell and still win over a light side romance option..... The only difference now is that since the change from affection (if I recall correctly) to influence, the timings of the conversations is now tied to story progression.
