Is there a way to accept a veteran or Master flash point and then Queue it up to get three other people to join?

There's a way to achieve the same result.

 

When you are queuing, uncheck everything except the one you want to run, but don't accept the FP before trying this. You will only get a pop when there are enough people available who have all left your choice selected.

 

Or manually form a group before accepting the FP. The whole group will go in.

No. The closest you can come to that would be to deselect all the FPs except the one you want** before joining the queue. This will, of course, disable the bonus for selecting "all". You should then be able to get anyone who selected that FP or "all" to join.

 

You can also form a group and then do the above to send your group into the flashpoint without having to travel to the entrance and/or use "summon".

 

** If you click on the particular tab in the GF window, for Veteran or Master flashpoints, over on the right there will be a description of the rewards available. Below that, you will see a number such as 23/23. Click on that number and a window will pop up where you can select the Flashpoints you want to do (or not). Then join the queue.
