Suggest you fix ED so that it doesn't heal to full

On public test it was suggested over and over and over and over and over and over again that to fix ED you had to

A) Limit the amount of healing per tick or limit how fast ED could heal
AND< OR

B) Limit the max % of healing ED could do, like 35% max instead of 100%. (so it would be a similar ability to Kolto for PTs)

The whole rational was that jugg and guard dps needed a pve fix to compensate for healing nerfs and all it has done is break pvp.
Why did Bioware ignore those suggestions and merely limit the window of usage which is useless in pvp because the ability still gets used the same and heals to full the same.?

Why have a test server and why have suggestions when they are simply ignored?

If your ED procs for more than 4 hours, please see a doctor for immediate medical attention.

I think the best long term fix for this is split the healing/damage into individual relics. The major problem with both on same is that you can want it to only proc on damage, but if you have off/self heals you can also cause it to proc.

Or as another option: making it so it cannot heal for more than the damage it took to trigger that tick.
