Amps are way too powerful.

Most people haven't realized yet, but they will. Once they do, they will see the game as Pay to win. I am warning you, they need a major nerf (50% at least). They are mandatory as they stand. Not a tiny fun stat like you said they were gonna be. This is not just for min maxers, this is mandatory as it stands.

Honestly, I think they're fine the way they are, because they satisfy every group: PvP types have a doorway to be uber (by 2.0%), insatiable crafters can make useful crafting, mission, and harvest bonus sets, and PvE types can speed faster, fly cheaper, and fall safer.

So hands off my amps!

It's 2% per amp. He's probably afraid of people stacking their amp bonuses, but everyone's forced to do the same math to be similarly uber, so in PVP it balances out, and I have a feeling all he's worried about is getting pwned in PvP by people who can afford, better than he can, to recalibrate to get the best combat amps. That's his pay to win argument, but it's paying with ... wait for it ... in-game credits, not credit cards, meaning it's not pay to win, it's work to win. He's simply too impatient to be uber to work at grinding credits.
