Edit: with Vengeance jugg I can parse about 6.2k dps and with tank spec + all blue mods I can parse about 2.8 k dps. This in on a wz dummy. If you want to maximize your output you should use dps mods, jugg/guardian tanks have amazing dcds and will benefit more from the extra pressure you generate through dpsing vs the small buff to "tankiness" that you will gain from mitigation stats. For strategies like mine where the goal isn't to kill anything but to create prolonged stall wars, tank gear with the shielding crits change is actually noticeable.
