Yes. Even if the box's bind timer has expired, once you open it the costume items inside have their own timers.

Isn't that only for purchases direct from the CM, though? Nothing I've ever bought from the GTN has ever been bound like that. OP, that sounds like a bug that you need to report.

It's normal. It's also not as the title implies.

 

The box you buy isn't on a timer, but when you open it you get items on the timer.

 

You can but a hypercrate on the cartel market = timer

you open it and get packs = timer

You open them and get goodies = timer

the goodies may ge gear box that gives gear = timer

 

When a timer ends you can sell it, but to avoid opening and immediately selling what's inside the next step still has the timers. They are always new timers, not where you left with the old one.

Interesting. I've never noticed that before, but I suppose it's because anything I buy from the GTN I tend to use on my character right away. Learned something new today.
