Though I also believe the tracking accuracy given for weapons may affect how accurate your shots are as they move away from the centre of the circle. If so: low accuracy (weapon, range or buffs) + far from centre = miss a lot. In my opinion however, its the outermost circle in your HUD to where the "targeting" circle can go. You will notice that the line of your heading extends far beyond that outer circle, allowing for even greater turnrate. However, you cannot fire outside that circle.
