My two current mains are an IO merc and a lightning sorc, if that helps narrow it down at all. Is it power when standard content, and crit when leveling down for content? Crit and the other tertiary stats scale differently from level to level. The same amount of on-gear crit will grant significantly different critical chance and surge rating to a level 60 character as to a level 75 character. The gear that gives you 110% accuracy on a level 70 character will not give you 110% accuracy on a level 75 character. This has been a Thing since the beginning of the game. Level sync only caps power, mastery, and endurance because that could realistically be bolted onto the existing stat and gear framework; capping tertiary stats as well would necessitate a rebuild of a significant chunk of the game's gearing to little point or purpose.
