Character Levels

Is there a way we can have our characters levels not shift down to an appropriate level whenever on a planet (ex. Alderaan has a level cap of 34)?

No there is no way to disable this.

More generally, it's one of those things that should either be always there or never there in open-world areas. I'm not going to debate the relative merits of "always there" versus "never there", but there's essentially no sane way to allow it to be choosable. This is a recurring debate, and quite frankly the last molecules of the horse-coloured stain on the ground have evaporated long ago, but people are still beating the now-cratered ground there from time to time.
