Khevar
Since you only recently got back to the game after a long absence, I suggest you read up on the many resources as to how to effectively play a Shadow/Assassin Tank. It's silly to comment on balance without a bit more experience under your belt.
Prototypemind
http://www.swtor.com/community/showthread.php?t=427933 http://www.swtor.com/community/showthread.php?p=7120681#post7120681 I really recommend that you look over those and take the time to understand how the class works. If you found a guild, someone in guild should be able to help you in learning the rotations as well. You use almost nothing but your Force Abilities as a Shadow tank, so I'm not sure exactly what you feel is lacking.
Master-Nala
the jedi shadow is very under powered as an tank shield be able to break out of more cc's and also should be able to use more force powers Be more specific about the problems you are having. Shadow tanks are not in any measurable way underpowered. They do require more skill to reach their full potential. Significantly more than some of the other tanks, but they are not underpowered.
