Though to be fair, she's not really a "romance" for anyone not the original, level 1-60 Agent. More like a one-night stand. But level-60-created Agents don't even get that, I don't think.

Then why do you have to chose between her and Lana, Kaliyo goes both ways so there would not be a problem with having both Lana and Kaliyo as a romance.

If you choose Kaliyo you will have a breakup conversation with Lana (that can be found on reddit) where she breaks up with on good terms and wishes you the best even tho she will be really hurt. If you choose Lana you tell Kaliyo that you moved on and Kaliyo says she moved on too. So I would recommend you to choose Lana, she is more loyal and more of a ,,wife material"
