As the title says can we make the pets that have been added to various time cards, cartel cards and other promotions around the world available in game?

It is annoying that in collections you can never complete the pets collection as pets have been made available outside game and are region restricted. As far as I am aware this is the only collection that can not be completed from buying off the cartel market or off the GTN at some point. There is already a system in place with the cartel certificate's and those vendors. As they also only sell bind on pick up items, these won't be traded on the GTN and are still exclusive.

It would be a nice and not difficult thing to do. I have my fingers crossed.

I would like this as well.

Basically every European is screwed out of these permanently unless they jump through a loooot of hoops to get some of these things.

"Oh look, another Best Buy promotion. How awesome."

We need this to happen.

For a worldwide MMO it's pretty bad when you forget about the other paying customers that live outside the US.

I have been lucky and gotten a few cards but I had to jump through a few hoops just to get them.

Like the OP said a nice cartel pack / vendor with the exclusive pets would be so wonderful. I can only hope.
