Possible Idea for Gear Uniqueness

So there are a ton of complaints about end game gear and stats that go along with said gear. So I was thinking this morning about a possible solution.

Why not have Champion/Battlemaster Vendors just sell the Mods? Centurion will stay the same as it is now.

So here is how I would see this working.

Champion/Battlemaster vendors would sell Champion/Battlemaster lvl Crystals/Mods/Enhancements/Armor modification pieces so that you could buy them and put them into your existing armor. They would sell ALL combinations so that you could go any route you wanted with your toon.

Each modification would be worth 1 commendation of appropriate type (Champ/Battle). Since each mod is worth 1, we'd need to change the drop rates. Champ bags still contain 15 centurion coms so that you can still buy an entry lvl PVP gear set. However Champ bags now have a 25% drop rate to contain 1 - 3 Champ Commendation. That way if you get 3, it's just like you getting a free armor piece now. Champion Earpiece/Imps/Relics would be worth 1 comm.

Battlemaster bags would only be available once you hit lvl 60 valor. Battlemaster bags would contain 1 champ comm and a 25% chance of getting a Battlemaster comm. Each Battlemaster mod would cost 1 comm. Battlemaster Earpiece/Imps/Relics would be worth 1 comm.

At least this would eliminate the issue of everyone running around in the same gear, plus it allows you to customize your stats based on your choosing rather than having to buy a duplicate piece then pull the mods out and put them into another piece.

in 1.2 you will be able to rip the mods out and put them in orange gear and keep the set bonus. So if you take out the chest mods in a champion piece of gear you will need to put them in a orange chest piece to keep the bonus.

The fix they're already announced, letting you remove armourings and barrels from the gear, will mostly make what you're proposing redundant although the convenience of being able to pair the set bonuses you want with the secondary stats you want without having to buy two sets would be nice for those who don't have millions of Champion Commendations yet.
