SWTOR patching speed refuses to go above 1 mb

Hi i just got faster internet so i decided to update my mmos on the laptop im taking for a trip soon. and the other mmo's patched fine in accordance with the new internet speed i got. But the swtor i have on the laptop i refuses to patch as fast as possible in relation to my actual internet speed it runs at a couple hundred kb right now. i have tried old suggestions i found to remove bitraider and what not and it isn't using the stream mode either. please help.
