Honnestly while leveling i just play with the unmodded DvL xp armor set, which is very low level now and put green mods from the fleet on my weapon/s only and i can play just fine.
In need of more Arcann, Aric, Torian, Vector, and a lot, lot, lot more Theron.

Levelling is fast in-game time-wise. If you don't have much time to play each day, that just means your levelling takes longer in terms of real time, but not in terms of game time.

A couple of things come to mind here, that may or may not apply to you:

- you seem to be suggesting that you need to remove the old mods from a weapon before adding new ones. That is false. You can just replace (overwrite) the old ones with the new.
- it's relatively cheap to just mod your weapons with green mods from the fleet while levelling. There is a period around level 65-75 where you may want/need to remove mods from weapons that you get as drops, to use in your preferred weapon, but that isn't too costly.
- once you get to level 75 you 'can' get by with just using the individual mods you get as drops/rewards without resorting to the expense of removing mods from other weapons.
- you can also, of course, have 1 or 2 "fully" modded weapons to use when doing endgame stuff and have many others that are 'green' modded or not modded at all, just for show/RP, or use in lower level content.
