Undroppable quests?

I've noticed that I've picked up a fair amount of undroppable quests on my way to 50 and i am completing them now, I've noticed that every quest I've completed has given me a morality choice though. If a quest is undroppable does that mean it will have choices? and if a quest is drop able does that mean it won't?

Someone told me that the undroppable quests are storyline quests, but Im not sure. I have for example Balmorra bonus series as undroppable but Im not convinced it has much to do with story.

World Bonus quests are also undroppable. Basically every world you visit has a quest-line of it's own and when you complete that, you can gain "Bonus" quest series that leads you to dailies or new small arcs.

For example Hoth. Which when you first arrive is a level 40-43 world. At level 48 when completing Voss I was given a mission to go back to Hoth and found an area full of 49 and 50s.
