Approach this problem with an in game ticket;

Header >> Inappropriate player behavior
>Server Name<
>Time< >Timezone<
>Warzone name<
>Guild/player name<
>Describe observation/ToS violation<

Keep the ticket clean from profanity or other display of frustration.

A little Shout out to Hannah at CS who answered with in 90 seconds the other night!

If you think he is paying this from his personal wallet.....

You can see the rate at which he is coming back, that is the rate he is able to acquire identities to use for payment.
