Palpatine made a strong enough navy because he knew that the Yuuzhan Vong were coming. He made some dark-sided choices to save the Galaxy from a larger threat. Isn't that just the opposite of what you say? The "greatest sith ever" saving the galaxy?

He was trying to stop the rebellion so that they could present a united front against a larger threat. Besides, it wasn't Palpatine that blew up the planet, that was Tarkin. Palpatine just wanted the weapon to fight the war.
