It's a 3 roll system. First: do you hit your target? If no, stop here, if yes, move on. Second: roll between your standard_health min and maxes (or your weapon damage min and maxes for Ranged/Melee abilities), then calculate damage based on the damage formula. Third: do you crit your target? If yes, multiply your damage by your Surge % + 1, if no, deal normal damage.
You just confirmed what I already thought crit is done after base damage as been determined, which is why the damage numbers are larger.

Yes, if you can pump your crit that high.

Also: An interesting thing to look at is the damage distribution. Over, say, 1,000 trials, rolling for critical and regular damage, what do the profiles look like? Average damage? Standard deviation?

Oh yeah? are you sure? Because we can reach easily even in pvp gear that crit chance. Have you test it out?

Yes I agree, I'm curious to see an analysis about how much deviation you can have vs average dmg, etc. because for example, if I had an overall dps loss of about 1% (random low number) but with a "positive deviation" of idk 10% (another random number) I would pick, hands down, that stats. Who cares about 1% overall dps if I can have a +10% of bump burst dps (since we are talking about burst! And also because pvp is so rng)

Because if 10% of your DPS is your total standard deviation, you could end up doing wildly less damage, too. Consistency is a good thing. Your damage curve shouldn't be skewed badly.

Edit with the math:

Code:
Critical Augments
44.23% Crit Chance + 74.69% Surge = 118.92% Surge on Auto-crit Assassinate
7951 (average Assassinate Damage with crit augs) * 2.1892 = 17,406.33 Damage
Auto-Crit Assassinate with Critical Augments will hit for 17,406.33 Damage

Power Augments
38.38% Crit Chance + 68.72% Surge = 107.1% Surge on Auto-crit Assassinate
8668 (average Assassinate Damage with Power augs) * 2.071 = 17,951.43
Auto-Crit Assassinate with Power Augments will hit for 17,951.43 Damage
So basically what you are saying is that go all Overkill augments and replace any accuracy/alacrity with crit enhancements?

The "modelling" done here is inaccurate.

Based on a simple understanding of how crit/power scale crit should be worth more considering crit is worth more than power at all higher stat budgets (216 through to 214) in PVE.

Your model fails to account for the relic procs (which is a burst of ~1800 stats/average of ~600 stats), which makes up the remaining "base" damage that the extra crit rating multiplies making it overall better than power.

This is incorrect, you can't compare PvE stat budget to PvP, they have to account for gearing for Accuracy, you don't have to do that in PvP. Also, they have a much larger amount of Mastery passively that we don't have access to. There's just a lot of things that operate differently in the higher stat budget compared to PvE. Also, there is no use in accounting for relic procs because it would apply to BOTH set of augments, not one or the other, and as such would cancel out. No reason to add something in that would just affect both sides equally.

With that being said, if you'd like to provide the math behind why you think my analysis is incorrect, I would love to read it over and then if there are inconsistencies as proven by your math, I will happily amend the OP to better reflect this.

What about modelling a "real" burst rotation you would do in pvp to test it out? I mean, instead testing just one skill..you can cycle all the skill you playm ofc not couting stuns,cc etc

I can do that for you all, probably some time next week as I'm pretty busy this weekend.
