GPU activity... Fps problems! HELP

So here i am trying to fix swtor to run properly on my computer, trying to find out whats wrong. I am noob with computers so i just state the facts.

My comp:

Intel Core i3 550 @ 3.20GHz
ASUS Radeon EAH6850
4GB ram

-Doesn't matter if its full high or its on full low, fps remains the same, max 5-10 fps difference, and im talking about 10-30, 10 in warzones,imperialfleet

-In warzones my gpu activity is 0-30%, fps 7-25, when i get out of warzones sometimes my gpu activity rises and at the same time of course i get better fps, sometimes even totally playable. but it keeps getting low of course...

So i 'd like to get help why is my gpu activty is so low. Is it my fault? I guess not. Help pls

See main FPS tread...
In shorts - put everything on High, disable bloom & shadows.
Go to ATI CCC and open gaming tab, put everything on performance, disable Catalist AI.
Disable Power play (do it at every NB restart).
Exit game and start it again...
You could play with Tree & Grass sliders to see are this going to help (I will test further also).
