I think the definition of griefer is being mis-used here. Every time this event comes around, there are spots on the fleet where people gather to do this. It's pretty easy to spot the groups, and there is a daily mission and an achievement built around infecting other players. I don't see that as griefing. Now if people were purposely following other players around to infect them, or say, jumping in the middle of a group of RP players who obviously wanted nothing to do with the infections, then yes, I would call that griefing.
