Maybe a good solution is to allow NPC to attack infected players. The quest says "People who are infected will be immediately shot".
The greatest Star Wars story, that was ever told.
A hunter, a seeker, and a killer for hire

There are griefers in various aspects of any game. To make the assumption that not one single player participating in this particular event is a "griefer" is simply asinine. There are griefers, I just don't subscribe to the notion that there are so many of them out there to make the event as onerous as some people think it is.
that word? I don't think it means what you think it means.

people who are trying to complete a daily by waiting for 20 minutes for plague to run its course? are NOT griefers. they cannot directly attack you. they cannot speed up the course of the plague stages. they cannot infect you if you have a vaccine and they really cannot chase you down, given that they keep getting stunned. they ARE however playing the game as intended - trying to complete a daily/achievement.

sitting there on top of them however, deliberately pretending like you'd give them that completion, timing your own vaccines so that they don't? aka, ruining THEIR game play? IS in fact griefing

griefing is deliberately interfering with gameplay of other people, attempting to making it a negative experience for them.

you however, talking about how much " griefers" sucks, all the while high fiving a griefer? IS hypocritical.

/shrug. this event aside from infected spawning at planetary spaceport? is 100% optional. with or without vaccine. you CAN literally avoid participation in this event even if you don't use vaccine. becasue players CANNOT directly infect you. they cannot attack you and pass on infection that way. you have to, yourself chose to stand next to them at the moment that they blow up. THAT's on you.

So... we have Strongholds where we can handle ~95% of everything we can do on the fleet.
We have guild ships where we can do the same.
You don't get infected if you vaccinate yourself every 6 hours.
There's a relic that works like the vaccination, but with unlimited uses.

But yeah, totally the "griefers" fault that you get infected.

I disagree what happens is people with the plague go to the fleet stand at the GTN and infect people while they do their shopping It's BS!.

The announcement says you the plague carrier will be shot on site to damn bad that doesn't happen when you get to the fleet.

If that was installed and you happened to make it past the guards and infected people then I would say bravo to you.
In its current state is just plain messing with people so YOU can get your achievement.

So give an achievement for being infected then everyone will stand around in a group and both parties can get achievements

You have to get the plague first before you can infect anybody else with it, so if somebody wants to participate in the event they need somebody to be passing the plague along. If they get infected on the fleet then they can then pass it on to others who are looking for that daily and trying to get their achievements. That doesn't sound like messing with somebody, that's sounds like participating in the event. If you don't want to participate you can go use a vaccine, or a relic, or go jump over the railing of the GTN section (dying removes the plague).

I personally just not play during the event so I don't have to deal with it one way or another. I find it needlessly frustrating so I opt out, but then I have other games I want to play.

However, there is no reason that people should have to deal with those people that want to grief others when with a little simple forethought(or even afterthought since this has been an issue since the event started) and it wouldn't matter? MMO's are not just for people that want to hurt others enjoyment of the game.

The vaccines and relics are "supposed" to do that but they always had issues and still don't work as needed or are gated when opting out should be an opt out. So I don't get the added resistance to correcting the issue that is still there and shouldn't be. All as if the person being griefed is in the wrong.
You are consenting by playing the game. Every game has behavior that would not be acceptable in every other walk of life. You can't go down the street randomly tackling people, or smacking things around with a big wooden stick, or shooting them with paintballs. Yet all those other games are allowed in their own venues of play, just like in real life if your purposefully infect people with deadly disease you can go to jail, and in the game its perfectly OK.

I say this with every outbreak.

Allow us to pvp all plague carriers, wherever they are and whatever faction they are. We are supposed to be exterminating them are we not? And yet we stand there next to carriers on the fleet, unable to kill them, makes no sense whatsoever.

The event would be far more fun if it allowed the rest of us to grief the griefers.

move to a different terminal. buy a vaccine for when you are at a GTN - with abilities costing no credits, even low level first time characters - can afford it.

pay attention to the color of the infected people and frequency of coughing. move away when they are close to blowing up (that would be when they are really green with very glowy eyes). craft/buy GTN terminal for your stronghold.

options! you have them!

people who are blowing up - cannot possibly mess with people for two reasons. existence of vaccine. and the fact that it takes a fairly long time for infection to progress to the point of blowing up.

last but not least. jump down from one of the ledges. re-spawn at the med droid. infection cleared with NO repair bills or having to buy vaccine.

I do like the idea of getting achievement for getting infected. hell, if there was one, I might even participate in all that siliness... eeh, nyah, waiting around for people to blow up is as boring as waiting around TO blow up.

Used to love having an infected toon, logging it out for weeks after then dropping disease ages after the event is over....happy times.
