When they come back will their credits be removed or will they still have it like the Ravagers 198 gear exploit?

Ah, the last two days, eh?

Buuut, the patch was yesterday... the bans only started late night the day before that.

Also, I haven't noticed any change in the population.

I'd say perma bans are necessary to show that BW is serious about punishing exploiters. Otherwise... everyone will be doing it, because earning 10mil credits in an hour is definitely worth a short suspension. Then you'll have terrible inflation, ruined economy and people eventually leaving because of that.
