Jetpack mount is way too big...

All they need to do is to hide weapons while on a mount. They already have the technology to do this.
Many abilities in the game hide weapons when you use them.

There are far more non-bounty hunters that have jetpacks than there are non-jedi wielding lightsabers.

First of all the Republic military had units with rocket packs.
As did the Mandalorians (as part of their army, not as bounty hunters).
And later, in the movie-era, we have clone troopers with jetpacks and imperial jump troopers.
Wookie Berserkers used Jetpacks.
Dark Troopers used jetpacks.
Battledroids had jetpacks.
Rocket battle droids had rocket packs.

Now, please show me the thousands upon thousands of non-jedi that are wielding lightsabers

Face it, everyone's getting access to jet packs. Face it, jet packs are technological equipment. So spin out why only clones of Boba Fett should be able to figure out how to use them:

You never did, of course.

But you did say that jetpacks were "iconic to bounty hunters" and used lightsabers being iconic to jedi/sith as a comparison.

I'm just pointing out that that comparison is inherently flawed since there are WAY more instances of non-bounty hunter jetpack/rocketpack users than there are non-jedi/sith lightsaber users.
