It just does away with the 10k+ crits on a dotspec.

IO mercs.. balance sages.. etc and i as siad.. removies dmg from burst would require putting it somewhere else..

Tell me how a Balance Sage does 10k crits outside of FiB once in a blue moon (FiB's are the same ability for both classes).

The entire point of changing burst and not the dots is too keep the character of the spec while maintaining operational strength.
