It's not a scam to take advantage of a situation, and people would be glad they're still around after if they weren't able to grab some during the time they were available. I'm pretty sure the voss embassy signs weren't supposed to be BOP but that was before they changed a lot of the binding mechanics on many of the decorations. Personally, if people are taken advantage of, they should pay more attention. There's very little difference between this and certain white crafting materials being sold on GTN higher than any player can get them from a vendor.
