Since I've turned off shadows I've had a huge increase in performance.

I suggest everyone to do this if they are running on max setting and getting lag.

It appears that shadows are one cause of this game running badly, but there is a whole lot of issues that could be fixed too.

I have a very very basic laptop, but I can generally run most games. I never have perfect FPS (unless it's an older game), but even if I have to turn the settings down low, I can still run it and have a good time.

I can actually run TOR with all the graphics on high and still get fairly decent FPS (I AM on a light population server), but whenever I go into a building, and ESPECIALLY in story areas, my FPS drops to the point where it's unplayable. I turned everything down as low as it can, and while the FPS improved slightly, I still get absolutely horrible lag.

While I'm happy that I can actually play the game, it would be nice if I could play it on the highest settings I can run it on and not have to worry about my framerate dipping so horribly.

They know about this issue and have a team working on it. I imagine they will have a fix for it in time.

I don't recommend reformatting. I did it 2 days ago trying to reduce lag and it made an almost unnoticeable difference, caves and indoors are still unplayable. Other things I've tried without success are: replacing the thermal compound, clean inside the computer, check for driver updates, highest performance settings on the computer, turned all the graphics down (and shadows off) running in 800x600 resolution. I'm out of ideas so i would recommend just waiting till they fix the problem, it isn't something we can fix.

BREAKTHROUGH GUYS

I recently did something that seems to have fixed the problem for me.

Go into your preferences and turn shadow quality to "OFF"...not "LOW". Turn them completely off.

This fixed my FPS problems.

Hopefully they'll do something to fix it, though. Playing without shadows is funky.

I'm running

AMD Athlon 64 X2 Dual Core Processor 4600+ 2.40 Ghz
4GB Ram
Windows 7 64bit
NVIDIA GeForce 9800 GT graphics card

Changed all the settings on my NVIDIA card to Performance, changed all settings in game to low as well as disabled what I could.

Only thing i noticed that really help performance was to change it to full screen (windowed), it took me from unplayable warzones to semi playable (from about 7 fps to about 15-17 fps).

But out Questing I get 35-40 and up to 50 in cutscenes.

I was considering on building a new computer as this one is about 4 years old or so, but alot of people are having problems and I never had issues with other games (such as crysis or any of the other graphics intense games).

Admittedly I am extremely picky about framerate, I am experiencing the same issue with FPS drops in largely populated areas.. but I have DUAL GTX 580s in SLI both watered cooled, that says something about the game in its current state, its broken, please fix it soon, this should have been addressed in beta for sure.
